The development of Tainan Technology Industrial Park is aimed to cooperate with the goal of the government’s integral industrial development so as to attract investment in high-tech and high added-value industries.
The industrial park will adopt the regional features to develop a cultural, economic, and manufacturing center.

(1)After Mayor Hsu came to the office, the space renting rate of Tainan Science and Technology Park jumped to the top. At present, there are 46 companies based in the park.
Before Mayor Hsu came to the office, the number of companies in the park was 25 with the sales revenue of 6.4 billion. 〈December 1997-December 2001〉
After Mayor Hsu came to the office, the number of companies increased by 21 with the total sales revenue of 13.8 billion〈December 2001-November, 20011〉
(2)Establishing “Innovation and R&D Show Case for Industries in South Taiwan” with the aim to built Tainan as the development center of science and technology in South Taiwan.
(3)Expected efficiency in the next five years:
To speed up the establishment of 60 innovative high tech companies.
To invite 100 companies to the Park and facilitate R&D investment.
To accumulate R&D investment fund totaling NT$16 billion.
To invite at least 5 internationally well-known companies and institutes to base in the Park.
To create 4,500 job opportunities.
To actively promote the transformation and advancement of the industries in South Taiwan.

The Green Park

Full Power Supply
The park plans to build Nan Bin and Lu Er power plants to ensure full power supplied delivered by Taiwan Power company.

Water Supply Measures
Taiwan Water Supply Corporation sets up 1000MM water pipes to the industrial park for water supply with the installation of a 20000-ton water pool and three high water towers.

Sewage Treatment Plant and Solid Waste Treatment Center
The industrial park has a complete sewage collecting system. The capacity of sewage treatment inside the park can reach up to 42000CMD that is able to handle the future demand of industrial sewage, daily-life sewage and industrial solid waste.

District Waterway System
An independent system for recycling and reusing partial processed water

Road Project
There are four bypass roads with the width from 30 to 60 meters inside the park. The park has complete and convenient road system, 30 meters wide for the main roads and 20 meters wide for the secondary one.

Telecommunication
The park has a space reserved for telecommunication facilities where the Chunghua Telecom Corporation is able to set up their data changing room and other necessary equipment

(1) Renting instead of buying can help a company reduce the cost of setting up a factory.

(2) Give the preferential price of the rent and implement the program 006688; no rent needed for the first of two years and 40% off for the third and forth year’s rent, and then 20% off for the fifth and sixth year.

(3) The interest rate of rent drops from 7% to 4.8% and immediately the profit is given to factories.
Before the long and middle term mortgage rate adjustment, annual rent for per ping originally was around 334 dollars and now is reduced to 228 per ping. In the future, floating rate will be charged and reviewed every six months.

(4) From renting to buying, all paid rents can fully used as part of the selling price, just like the zero interest payment.

(5) In coordination with the policy to retain Taiwan based SMEs, the park plans small pack of area to look for ideal niche for industrial transformation.

(6) Setting up the rental price of the land for operation headquarters. The price is negotiable and 5-year income exemption is given.

(7) Based on the Statute for Upgrading Industries, the deductions for taxes are applicable, including accelerated depreciation of equipment, deduction for investment on purchasing automatic machines or skills, deduction for investment on research and development and manpower
training, investment deduction on land appreciation, bounty for establishing logistic and distribution center, or for individual invention.

Single Window
The Southern Office of Industrial Development Bureau cooperated with Tainan City Government to establish a single service window for Tainan Technology Industrial Park.
The single window provides joint evaluating operation, which helps reduce the complicated procedure. This is to reach the goal of “one stop service” and to enhance the efficiency of administrative service.

(1)The south area from the place where the coastal highway meets with Hsien-Tzao Street: This area, which takes up 50 hectares, is one of the breading areas for migratory birds.
(2)The east coast of the mouth of Yenshui River: This area, which takes up 335.1 hectares, is one of the water bird refuges.
(3)The west coast of the mouth of Luerhmen River: This area, which stretches 130 hectares, is mainly to protect wetlands, costal plants and endangered birds.
The Ssutsao Wildlife Refuge is the junction for Asian and Australian migratory birds. Because of its extraordinary eco-
system environment, it is categorized as one of the four biggest wetlands. The total size of the Sstzao Wildlife Refuge reaches
515.5 hectares, where includes salt fields, channels, canals, conduits, intertidal zones at the mouth of rivers. There are over 160 kinds of birds at the Ssutsao Wildlife Refuge, including 21 endangered
kinds of birds, and rare birds, such as Black-faced Spoonbill.
